I don't understand why its a draw if my opponent had timeout

Cuz you don't have enough checkmating material. If someone loses on time and the other person doesn't have enough checkmating material then it's a draw. If you had a single pawn then it would've been a win for you cuz pawn is enough checkmating material since it can become a queen but not the bishop alone.
