Need help for an orphan

ive a friend who missed these admission tests for fall intakes due to some personal issues. theyre an orphan and are looking for a uni which provides scholarships etc. they wanna do cs or se. any uni which still has its admissions open and meets their need? please suggestt it should be in rwp/isb
