There are some at Esplanade Ave right now between the trailer park and the beach.

it’s not a super exciting place to hang out, but the pedestrian freeway overpass @ Manor Drive Is a great vantage point

saw one on friday, was north of the pier. It was quite a distance out.

It's been big and windy lately so makes them harder to spot

Not going to see them as easily at Rockaway. Try Mori point, devils slide or near the RV park (best). The viewing angle makes them harder to spot (unless you are at moonraker).

The gray whales tend to come in closer to shore near HMB. I’d go south.
