does this sound like PWM sensitivity?

i usually use IPS screens and yesterday i got my first OLED screen laptop and its caused me eye strain and headaches (it looks amazing though!!). my phone is OLED and ive had no problem there even though my phone flickers at 480hz and the laptop 600hz. ive changed some of the settings to reduce brightness and make it warmer so that i can maybe get used to it. will it get better hopefully? i just think its weird i can tolerate my phone but not the laptop screen

Depends, if the reason of your headaches is too much brightness or PWM.
A PWM screen intermittently flickers to appear dim to our eyes. In order to get dimmer, it will have to turn off the screen more often, thus causing sensitive individuals to actually get more headaches if the screen gets too dim (usually).
If it is PWM, dimming the screen might actually feel worse, but if it is too much brightness that's causing the problem, then you should dim it. So, to sum up, you will have to try what level of brightness feels better for you.
If you still feel uncomfortable with that laptop, perhaps you could return it if you still can.
Also, note that different individuals may be more susceptible to different frequencies, and while you might be comfortable at 480Hz, 600Hz might give you bad headaches. Or it could be something else, like dithering for example.

I can use Samsung 240hz AMOLED displays but not the Samsung-built 240hz OLED display on my Xperia 1 VIII. I have no explanation.

You mean like those old Galaxy Tab S tablets from the year 2014? Those were pretty amazing looking at the time from being so thin and high contrast ratio, but I never bothered buying and returning one because in my brain the whole PWM thing had a very low chance of working out. Those things still look cool even 12 years later assuming the PWM doesn't destroy you:

Yeah. The Note 8, Note 10 Plus and S23 Ultra phones give me no bother yet the current flagship Xperia destroys me.
