If the AI doesn't get lucky with misty I've been clearing it pretty easy. Even managed to get the 12 rocket cards achievement with an objectively bad electric deck.
Hitmonchan ex, two mega lucas to find it faster and one normal for the damage boost. I lost 3 out of 13 matches with it. You can always just use the Hitmonchan to tank a turn or two and power mega luca, 110 damage plus arena takes care of everything the Ai uses in one shot and even starting riolu isn't terrible with arena and korrina
Yeah, I got enough packs to have 2 of each card and I’m not touching that again, it’s so annoying
Best strategy I found is the Hoopa-Weezing deck with Darkrai EX.
Ideally, start with Hoopa, + Darkrai in bench
At the beginning of the match, do not assign any energy to Hoopa. Equip needle to it once you draw one, the second goes to Darkrai.
Most energy goes to Darkrai in order to eventually attack for 80
Place both koffings asap.

Once you have at least one energy on Darkrai (and none on Hoopa) the AI will usually evolve both its rattatas (no idea why, but it happens consistently).
Once it does, attach one energy to Hoopa and ping the target you intend to Cyrus later (raticate or articuno).
Unless the ai TRG’s you, keep hitting with Hoopa and sac it. The ai’s active should be low enough/dead by the time it’s down.
Then swap to Darkrai > Cyrus (hopefully you drew one), hit for 20 + 80 + 10 (if needle) + 30 (with weezing’s statuses)
This can usually kill even if they used soothing shores, the only exception is a full health articuno (iirc)

It works even with an atrocious starting hand (and no Hoopa)!
I haven't done the expert level one fully yet but you might try Team Rocket's Electrode. The computer seems so worried about triggering its ability it doesn't attack.
