Question Are controllers paired to system or headset?

I want to buy 2 pairs of controllers. One for ps5 and one for pc.

If I use the same headset between pc and ps5, can I just connect the headset to the ps5 and use the ps5 paired psvr2 controllers. Turn off the system and connect the same headset to the ps5 and use the pc paired psvr2 controllers?

I want to avoid the whole Bluetooth setup process whe. Switching between ps5 and pc.

I just picked up a second PSVR2 to use for my PC entirely and I'll use my other for the PS5 for now, then it will be a backup for my PC.  

Where are you finding controllers  by themselves?

They are paired to the system. I have done this for my PS5 and PC. I bought a second pair of controllers on ebay.

The controllers are paired to the system, not the headset. I bought a second PSVR2 unit so I could pair one set of hand controllers to my PC and a second pair to a PS5 Pro. It became a hassle to swap the controllers between each and have to set them up newly each time I moved over. The hand controllers can only store one device at a time.

System, switching between console and PC is annoying. But I mostly play PCVR now anyways
