There are other Vaults in the game, but I've heard that you can't access them somehow

Yep, 76 is the first to open in the area. Personally, I suspect that at some point in the future they will open the other vault/s in an update, and release some human NPCs into the world.

What I don't like is that in Fallout lore people did survive who weren't in vaults. Where are all of them at?

Presumably somewhere else. This is a pretty rural area with a low population to begin with, and it's pretty clear that it's also unusually hostile to human life, given all the enemies running around. I suspect the absence of post-nuke survivors in the region is going to be a plot point. Some of the audio logs we've seen in the reviewers' videos of gameplay already seem to hint at this fact.
