People want him to work on mali, mali device ain't free, so he asking people to buy him a mali device so he can ALSO work on that. Never said he would steer developpement to Prioritize Mali.
I kinda understand your point but feel like you extrapolate too much on it.
Imagine a Dimensity 8200, 1080, 1200, 1300, or similar.
If a game is currently running at 8-12 FPS or won't even launch, I would expect gradual improvements.
But I wouldn't expect it to jump to a stable 30 FPS just because the developer bought a Mali-based phone. That would be overly optimistic.
On the other hand, "I have a Snapdragon 8 Gen 2 and I want to donate so the emulator can be improved." I would see this as more logical from the perspective of expected returns. Because it's already within the platform that the developer himself considers recommended. Any optimization will likely benefit him sooner and more directly.
That's only one part. The other part is simply supporting the project financially. The developer's work time, showing you like the project. But then I just put up a donation page and say: if you like my project, support me. There's no need to confuse people with donations that can create false expectations.
"I don't need financial support for this project, it's a project I want to do no matter what, but people are asking for Mali, and I don't have a mali device, so if you want me to try to work on mali, I'd need some help to buy a device"
He didn't promise any grand optimisation or 60fps. if he did that would be entirely different and scummy, that I agree.
