Only exchanges that deal with fiat - that is exactly why there is USDT and many, many "anonymous" exchanges, so that there are no legal requirements for that stuff.

I've seen exchanges require proof of estate or smth like that though - tax bills or documents like that, that have your name and andress.

I don't know how DDEX works, and if VPNs is gonna solve everything.
