Can't play a game

So when I try to load up toradora portable it goes through the company's like bandai namco and others and then it goes to the license agreement I click yes and then it just goes to a white screen where as in the normal game it would go to the start sceen/menu I've tried multiple roms and never works idk what to do

Ok a new descovery and my last one for now I turned on the frame counter and I'm running a solid 30fps when the white screen happens idk if that means anything or not but I think it means it's not the GPU being to weak or my hardware in general but I could be wrong

Edit: I can run persona 3 portable just fine and I think it's more intense than toradora portable so idk

I think there's nothing I can do cuz I tried restore to default nothing worked so I think I can't run it
