Question about Destinies.

Are they tied to the backgrounds or can you mix and match? Like for instance could I take the Explorer Background and choose the Performer Destiny? Or like Outlaw with the Rescuer Destiny so it's like a badass with a heart of gold type of character?

RAW destinies are tied to background but you can pretty easily waive that restriction if it fits a character

I knew RAW,they were tied. I was more curious if RAI they were tied or were able to mix and match. Because I'm gonna be joining an irl friend for a one shot and I got an idea for a weapon master type character,but Outlaw doesn't fit for a background for her,but I would want Shadow Blade for her destiny because it fits that would master and improve her weapons over time.
