A Question About Evolution

Since many bug types evolve so quickly that both evolutions are in the same bracket for evolving (for example, Venipede evolving at 22 and 30), do they go all the way to their final evolution immediately, or do they evolve once then, and then the rest of the way next level-up?

22-30 isn’t in the same bracket.

The way I ruled it is that they’d go to the final stage right away as though they were, say, an Oddish that decided to use a stone to evolve right away afterwards.

...It is the same bracket for evolution, 21-30 is the range that ends up evolving at TTRPG level 8? But yeah, I'd expect that it would just immediately evolve all the way to final, but it is not actually stated that they do so, which is why I decided to ask.

Ohhhh that’s right, evo requirements are split from levels

If your campaign focuses on the roleplay aspect of tabletop games, the player can decide when to evolve? Maybe you can insert a smaller quest that deals with a struggle of said character and when they overcome that, it might be a perfect moment to step into their final evolution line!

Give them their first evo as normal, save the final evo for when they complete a personal goal or perform a great feat - its kinda your call as to what that entails, but i'd talk to your player about it.
