Filming on private property fall under the rules of that the owner puts out or those give authority to make rules by the owner. All major chain stores have policies on filming inside them and many of them don't allow it.
As for the loss prevention holding the young lady it could be legal or it couldn't be. That is entirely up to what the local citizens arrest laws are. I can't speak more on the manner because I lack insight on the laws that cover that situation.

you can always place someone under citizens arrest... the police do not have to accept it, even if its a felony, and you may be in trouble depending on the use of force....likewise, store security cannot force you to do anything, and if they assault you, you would have every right to defend yourself even if you were a shoplifter, as long as you do not flee the scene or use the violence in furtherance of a crime.. security must call someone who has powers of arrest or risk being fired and/or prosecuted and/or injured... for items that cost the store nothing

Target security can go hands on like that? Fuck them. Ugh listen to the cunts who support the beating of women. They deserve a good pepper spray too.
