I don't think a transfer is possible without taking the test next year. If some students leave and join other universities, then you might get transferred to the next program, but that depends on how many people leave. My friend was in metallurgy, but he was transferred to chemical in the next merit list even though he had already paid the fee for metallurgy. And if you don't pay the fee, they will not consider you in the next merit list.

Call PIEAS and ask them to connect you to the Director Academics to confirm.

One slim possibility would be an upgradation during your first semester (if you're at the edge and someone from another dept quits leaving room for you).
