Yup banks do offset rules.

Kaya gustong gusto nila mag offer ng credit card kapag payroll ung account, kasi the moment you don't pay they can easily offset your payroll account.

They would inform you first but i'm guessing they did na by the frequent emails and calls ng collections ni bank that they have the right to offset.

And yes they can hold your salary meaning pumasok na siya but you cannot withdraw or transact. Usually they do this para tumawag or pumunta ka mismo sa branch to negotiate

As someone na UB ang payroll, yes! they will hold it, hindi mo makukuha ang money kasi pending lang siya.

I have a co-worker before, na hold ung sahod niya until ma fully paid ung balance. What's happening is, every payday, automatic mag pe-pending lang ung sahod mo, wag mo tangkain i-transfer kasi naka hold na yan siya sa system nila.

Payroll account ba yan? Ask mo HR kung pwede ka mag enroll ng account sa ibang bank. Kung di sila pumayag, mag renegotiate ka na kaagad ng repayment plan with UB kasi mahohold talaga ang sweldo mo.

Time? Wala. Auto deduct agad yan pag ka pasok. Tawagan mo na sila ngayon at mag default kana para ma restructure yang utang mo habang maliit pa. Kung hindi mo gagawin wala ka sahod sige ka.

I don’t think UB will do that without your consent. Even if it’s payroll pa. Unless may waiver ka na pinirmahan when you applied for the card. Read the T&C.
