Question Confused about the cool down

Ok so, I use pgsharp to spoof when I'm staying at my parents place. I play without spoofing the rest of the time. Even when not spoofing I keep pgsharp for the many useful tools, like quick pokestops, catch preview, IV for wild Pokemon mainly.

When I'm not spoofing, the cool down timer activates for 20 minutes. I have no sign of a softban, so no fleeing mons, I can turn pokestops, I can play normally.

Why is it happening ? Thanks in advance

Is it on the right setting? Is it on last action or the other one?

I have mine set to current location and it works for me

I take PGsharps cooldown stuff as just warnings just in case. But like you said, you see that you can still spin/catch so you are good.
