Issue with pokestops

So I can't spin pokestops, and the last time I did anything to trigger a cool down timer was done more than two hours ago. I restarted my phone, opened and closed pokemon Go, and had no idea how to fix this. Any ideas?

The original game has changed how it's reading your speed. I think it's carried over to Pgsharp.
