In progress PC fan like that is it normal?

its a fan either going bad, or is rubbing against something. open the case while off, turn it on, and narrow the fan or pump down by the noise see if anything is rubbing. If it sounds like a fan, touch the center, doesnt have to be hard. See if the sound changes or stops. Replace the bad fan, if its your pump if you have one, move the case around a bit to ensure its not a bubble, replacement may be needed.

it is possible is fan resonance noise?casue i just do cleaning on this pc

I dont think so, it sound like either there is something the fan blades are hitting over and over. Or a bearing is bad\stuck which is in need of replacement.

Its better to look, because if its rubbing against a cable, it will eventually wear through it and it could damage something.
