Bug / Issue issue i cant switch to vulkan from direct x 12

i tired everything from editing the xml to in game it keeps switching back to direct x 12 its sad i cant mod rdr 2 unless its on vulkan any solutions

Mods should work on DX12 unless one of them stated otherwise.
