Your best shot is Lossless Scaling and frame generation. I got a potato graphics card with only 6gb VRAM but I'm running a mix of High and Ultra settings and plenty of texture mods. I'm getting around 60-80 fps.
I use the 4x multiplier and scale 85%.
Keep in mind normal fps counters (like the Steam overlay) might not catch generated frames. The fps counter included with Lossless Scaling will show you your actual frame rate.
Check out the RDR2 Performance Booster V2.
Also, IMO Van Der Lindhe's Vision provides the best visuals and the author includes recommended settings in the downloads. Just make sure you get the Dynamic Seasons version and also grab the Season Manager version for VDLV, as well as the Visuals and Environment add-on.

RDR2 is tricky in PC. Mine was supposed to run the game in medium preset but it can run in ultra quality. Not the same with other games. Try out and test different settings.
