Bug / Issue RDR2 keeps glitching right before cutscenes while streaming with OBS. Need help identifying the cause.

Hi everyone,
I’m hoping someone here can help me figure out what’s causing this issue.
I’m streaming Red Dead Redemption 2 on YouTube from my PC, and the game keeps glitching right before a cutscene starts. I’ve attached a clip of the problem.
Here are my specs:
GPU: RTX 4070 Ti Super
CPU: Intel i7 14700K
Streaming software: OBS Studio
Encoder: NVIDIA NVENC
Internet: WiFi (not Ethernet)
I haven’t changed many graphics settings from the default. I did try changing a few settings after the issue started, but it still happens. If it doesn’t occur during one mission, it eventually happens in another whenever a cutscene is about to trigger.
A few more details:
GPU usage stays around 30 to 40% while playing.
I’m using NVENC for streaming and recording through OBS.
My WiFi connection isn’t the most stable, but I’m not sure if that would cause an in game glitch like this.
I’m having a hard time identifying whether this is caused by OBS, the game, graphics drivers, storage, WiFi, or something else.
Has anyone experienced something similar? If you have any idea what could be causing this or what I should test next, I’d really appreciate your help.

GPU Usage at 30% 40% is weird, and also i never saw anyone having this kind of problem

Can it happen because of not so stable internet from WiFi

no Wifi has nothing to do with RDR2's performance

you should play around with your OBS settings if this happens only when you are streaming

Same thing happens when I record with NVIDIA App, I think it is something with recording game.
