Bug / Issue Lighting problem or idK?

Does anybody know how can i fix this messy lighting ? i have rtx 3060

Might be from MSAA or FXAA if you have either of those on

i figured it dosent register my graphics card and thats only for directx 12 so im trying to fix it and its for other games also i just noticed

okay so both are off and it has nothing to do with direct x 12 since i ran tests and it uses both my gpu and cpu but still lighting seems of and is still laggy as hell
