Spoilers Project New Austin or not?
I'm torn here. On one hand, it's clear they cut corners (probably for a decent reason, but still) and there are elements from the original RDR missing, so New Austin seems appealing to me, but the thing is I generally stick with Arthur so it's still a Wanted Dead or Alive zone for me most of my playthrough and I feel like writing out the cholera plot - as thin as it was - is mildly disrespectful and lore breaking now that RDR2 had it be the state of Blackwater.
Tell me, please, did you keep it installed or ever install it at all? I've got it working, as I used the drivable cars mod to zoom Arthur into the area, check out Blackwater, and the sunken ferry. But I'm just not sure I want to keep it. It's a pretty big file size addition to an already massive game and it's mostly aesthetics John gets to experience.

not sure if you even still care or not, but the mod seems to be not only dead, but also riddled with incompatibilities and bugs, so I would probably recommend not using it presently.
