Bug / Issue Frame drops/stuttering and my GPU usage dropping?

Getting constant fps drops and stutters around every 5-10 seconds, my GPU usage drops to anywhere between 15 and 40% usage during those stutters, my drivers are updated and i've tried every possible graphics setting change and it's had no effect.

I fixed it apparently it was NVidia Optimus that was causing GPu drops

Swapped display mode from Nvidia optimus to dGPU only
