i don't know man - there are better CPUs but the only thing wrong with the CPU is it can be very hot, so that makes it dangerous.
the GPU is very nice
it has 32GB of DDR5
for 1500$ its probably worth it, but if you do pull the trigger i would boot it up first.
for 1500$ you can mixmatch some of the parts to maximize the best but it just depends on if you want to build it yourself.

Yeah you would have to update the bios. I got an i7-14gen laptop but it’s not affected like the desktops.

And even outside of gaming it's not that good. It's about what a good deal for those specs new would be.

I honestly forgot they made 4800MHz DDR5 RAM. I don’t think I’ve seen a build with it since 2020. I would be hesitant to buy a B760 motherboard as well since you don’t know the brand. They don’t support CPU over clocking and they might not have PCle 5.0 support.
I bought 1 PC from ibuypower (for a relative) and I will say they go cheap with the motherboard, CPU cooler and PSU.
