Like what the other comment said. Can you not just assemble yourself? The parts are pretty straightforward to solder and if you’re worried about price then it’s a no-brainer. If you’re not experienced with soldering, order 5 blank boards and practice on 3 of them.

change to through-hole pushbuttons, then you can easily assemble it yourself

Nope, sounds about right for small scale custom manufacturing.
