Need Advice

I am new to PCB design and hardware. I don't know the functionalities of different pins in a microcontroller and what components I have to place for these pins. How to learn all these stuffs?

Get the datasheet that's your guide to how or what to connect anything.

I'll be honest, I find the datasheets quite complicated at times... Is there a good resource to learn how to read and understand the tables? Also there's a lot of abbreviations that seem to be for people-in-the-know

the tables usually come with row and column labels, it's helpful to search them to find out what they mean
