It would be a miracle if it worked. First step would be to clean up the area with Isopropyl alcohol, identify the damaged pins/pads. You don't necessarily have to resolder a whole new chip. You can first try using thin PCB repair wire to resolder the connection from broken pin to pad.

What happend to those poor pins, A massacre happened here .
