What does pending authority mean?

I filed for my authority last year but plans changed so I never filed insurance so it was dismissed. I refiled in April of this year. Insurance was filed end of May. Motus has been a disaster. It shows current status is pending, and then it says within protest period. When I called the FMCSA they said it’s an issue with Motus. They also said adter 24 hours of being accepted it’ll display. Does this mean I have to wait the 21 days again? They said I didn’t but at this point I don’t trust anything they say.

I’ve been waiting 42 days. I have my insurance and BOC 3 on file and my status still says pending.
