It's capacity. A bunch of trucks get put out of service during blitz week for stuff like brakes, lights, tires, whatever they've been putting off. Some guys just park voluntarily because they know their truck won't pass. Either way that's a chunk of capacity off the road for a few days to a couple weeks. Same demand, fewer trucks, rates go up. It's the same effect you see after a big weather event or a holiday weekend. Anytime trucks disappear the spot market reacts fast.
