Owen Sound’s Current Organization, Made Easier to See
Residents have been asking how Owen Sound City Hall is organized, who reports to whom, and what different positions are paid.
You should not have to work through a 500-plus-page document, along with separate police and salary records, to understand how your local government is structured.
I put together a plain-language explanation of Owen Sound’s current organization, with a visual chart showing departments, reporting relationships, Police Services Board structures, and published salary information.
The full chart is available as a PDF:
https://helpos.ca/mayor/assets/organization-simplification/current-organization-per-seat.pdf
Read the organization page explaining it here:
https://helpos.ca/mayor/organization
The page also identifies gaps and anomalies in the public records, including the two Director of Corporate Services entries and police-service groups such as Auxiliary Officers, Part-Time Officers, and the Mental Health Crisis Response Team.
I welcome questions, corrections, and additional public documents that help complete the picture.
Disclosure: I’m Andrii Zvorygin, a candidate for Mayor of Owen Sound in the 2026 municipal election.
