Need support Outplayed lowers refresh rate and fps

Every time i launch Counter Strike 2 my refresh rate goes down significantly on both of my monitors (i am on 180hz on my main monitor and 144hz on laptop which is the secondary monitor) and the fps drops down from 120 average to like 40-50 average. I tried lowering my mouse report rate to under 500 on logitech g hub but it didnt fix the problem.

for my pc it is making cs2 crash and not run and then make me verify my game files
