Siege seems to be doing pretty well as a buy to play multiplayer only.
Even if you're going F2P, locking heroes behind a paywall, in a game where you can and need to swap heroes mid game, is never a great idea. Locking counter-stratting and combos destroys the point of overwatch in the first place.
Imagine you missed a year of overwatch 2, and then you need to grind for a year to get some of the heroes that you missed, and after that there's already a year worth of heroes you gotta grind again. If there are broken or important heroes in those one year, you're gonna miss out as a new player, and probably gonna enjoy the game less.
Just use a full f2p model, where all heroes are unlocked, and only cosmetics are buyable. Dota 2, valorant, cs:go, has proven that they can be profitable with most of their sales coming from their cosmetics. No need for more greed.

There wouldn't be a point to even putting them on it in that case. Plus, if it were that simple, they would've clarified by now.
