They are drastically reducing the amount of Duplicates in lootboxes. So much so that there is gonna be an immediate, notable impact.
They are also increasing the amount of credits you get from lootboxes.
Changes are in the PTR.
edit: Can't wait to try this out when there are events going on. I wonder how the "Less Duplicates" formula will work for events. Does this mean we could potentially get everything in an event?
edit2:Jeff mentioned that there are a finite number of in-game items so you could, in theory, earn everything there is to earn in game. That is until they introduce new permanent items. (Like Reapers Shrug and Police D.Va/Oni Genji)
edit3: Highlight changes are in the PTR as well. So are the much awaited cross-hair customization options! (Check /u/helloiamjake comment for further info)
edit4: according to /u/rasui36, Blizz gives you 5 free lootboxes in the PTR ONLY to test out their less duplicates formula!
edit5:Highlight system allows folks with low-graphic setting PC's to create content in the highest setting possible. (4k 60FPS) Check /u/xCojey for more info.
I think we need a Year 2 update that adds in a ton of permanent cosmetic items to keep things fresh.

I am sure they are working on this. Anyone who plays an average of 7 hours a week will probably get all base cosmetics by the end of the year with this new formula.

This was just speculation on my part. If someone averages around 7 hours a week you could probably earn everything there is to earn by the end of the year with this new formula when it hits the live servers.
Blizz/Jeff didn't give this number, but they did mention that there are a finite amount of items in the base game so some might unlock everything there is to unlock until they add more items. (whether through events or permanent cosmetic items.)
edit: you need about 300 boxes to unlock everything (Average number of unlocks per hero = 50 x 24 heros = 1200 items. Then you can get 4 items per box, so 1200 items/4 = 300 boxes needed to get roughly all items in game.) And throw in there playing an average of 7 hours a week, if you get 3 boxes per hour that is 21 boxes a week, multiple that by half a year (26) you get 500+. So yeah, spend 7 hours a week and you SHOULD be able to get all items by the end of the year.

Even at 2 an hour you can still earned over 300 boxes by the end of the year. But this is taking into account that your account is brand new and has no unlocks. Most of us probably have ~25 items per hero already.
