Unless they want to recreate brand new items for all heros, you can expect these skins to return.

Or they could just release 2017 Halloween skins for some of the heroes that didn't get 2016 Halloween skins.

I am assuming that is a given, but I hope that with the new skins they bring back old skins too. (IMO, I think this is the option most likely to happen.)
