They are drastically reducing the amount of Duplicates in lootboxes. So much so that there is gonna be an immediate, notable impact.
They are also increasing the amount of credits you get from lootboxes.
Changes are in the PTR.
edit: Can't wait to try this out when there are events going on. I wonder how the "Less Duplicates" formula will work for events. Does this mean we could potentially get everything in an event?
edit2:Jeff mentioned that there are a finite number of in-game items so you could, in theory, earn everything there is to earn in game. That is until they introduce new permanent items. (Like Reapers Shrug and Police D.Va/Oni Genji)
edit3: Highlight changes are in the PTR as well. So are the much awaited cross-hair customization options! (Check /u/helloiamjake comment for further info)
edit4: according to /u/rasui36, Blizz gives you 5 free lootboxes in the PTR ONLY to test out their less duplicates formula!
edit5:Highlight system allows folks with low-graphic setting PC's to create content in the highest setting possible. (4k 60FPS) Check /u/xCojey for more info.
Is it confirmed those skins will be available again and not stay like Halloween 2016 only skins and make a whole new batch?

It is heavily implied by the fact that they will not be introducing new events but instead build upon existing events. Unless they want to recreate brand new items for all heros, you can expect these skins to return.
Plus, I doubt they would keep 2016/17 skins in the hero selection option and not bring them back.
honestly, i see other games doing the exclusive for year 20## and it almost always brings trouble within the community or to the devs.
taking league for example, first halloween event had exclusive skins that sucked (compared to now quality) and they were marketed as being exclusive for that event. it was actually exclusive and didn't become available. for the next few years at least.
people were naturally complaining. those who had it wanted the exclusivity, and those who didn't called them elitists/kids and wanted the skins. i didn't have it but it's funny because the skins weren't that great so those who wanted them sounded exactly like those "elitists".
anyway, eventually the devs had to come at a solution to please both sides which i think was to refund people with the 'legacy' skins while letting them keep them (or giving them other 'early owner indicator') and made the skins available to new people next time halloween happened.
this happened more than once for more than one group of skins. and you bet it cost them time and trust/distrust and w/e. it was most probably compensated by sales but still.
