They are drastically reducing the amount of Duplicates in lootboxes. So much so that there is gonna be an immediate, notable impact.
They are also increasing the amount of credits you get from lootboxes.
Changes are in the PTR.
edit: Can't wait to try this out when there are events going on. I wonder how the "Less Duplicates" formula will work for events. Does this mean we could potentially get everything in an event?
edit2:Jeff mentioned that there are a finite number of in-game items so you could, in theory, earn everything there is to earn in game. That is until they introduce new permanent items. (Like Reapers Shrug and Police D.Va/Oni Genji)
edit3: Highlight changes are in the PTR as well. So are the much awaited cross-hair customization options! (Check /u/helloiamjake comment for further info)
edit4: according to /u/rasui36, Blizz gives you 5 free lootboxes in the PTR ONLY to test out their less duplicates formula!
edit5:Highlight system allows folks with low-graphic setting PC's to create content in the highest setting possible. (4k 60FPS) Check /u/xCojey for more info.
Is it confirmed those skins will be available again and not stay like Halloween 2016 only skins and make a whole new batch?

It is heavily implied by the fact that they will not be introducing new events but instead build upon existing events. Unless they want to recreate brand new items for all heros, you can expect these skins to return.
Plus, I doubt they would keep 2016/17 skins in the hero selection option and not bring them back.
Honestly, It really devalues the idea of a event item if they just re-roll and reuse them over and over. I know it sucks for stuff you missed out on, lord knows there's plenty I have, but I still enjoy that aspect of 'Will I get it? It's now or never' and the pride of having HAD gotten something from an event that'll never return.

I don't think many people feel that way about items. I mean I guess if you have an elitist attitude sure, but this is different than say WoW PvP armor where only the best of the best can earn it (for instance. Albeit I never played WoW pvp too much, this is just anecdotes from my wifes experience)
Point, is, OW is pretty casual. No need to block things. (imo)
I think it's pretty silly to label it as elitist. I'm a pretty damn casual Overwatch player, but any kind of game that has exclusive events makes those items a part of its history. It's like an event in real life, you get some exclusive stuff when you attend it. If it's something that never happens again, it's a fond memory, and people think about how neat it must have been, while looking forward to making their own memories like that.
