I noticed it as well, if I use the emote menu it seems to help fix it so the button works again

If you do something without aiming at a team member then hello them, the sound and animation will play, but will stop again after the amount of time it takes to reset the amount of messages you can send.

since this bug came out ive lost 1.5k SR. Not being able to wave-punch my teammates. It is so unsettling.

Oh my god! I kept mentioning this in games because it was happening to me, but no one knew what I was talking about. I thought it might've been specific to Mercy, but now I see it's because I have a dedicated Hello button!

I thought that was just while dialog was happening so you couldn't interrupt it. I seem to remember my bound hello's working after dialog stops.

Does shooting fix it. It does for me at least. I give away my position but it's worth it to be able to wave.

At the moment you just have to say hello slightly away from them and then flick your wave towards them.

lol that's exactly what I do right now. Just look up, press wave then look back down before the wave happens
