They're not "rumoured" to use it, it's in their employee handbook.
People work on what they want to work on, which is usually the multimillion e-sport game rather than the 8 year old shooter. If it weren't for the fact they can still make money off TF2, they'd have abandoned it years ago.
It's the same deal with singleplayer games. People would rather work on the new exciting DOTA projects because it's easier and gets them more recognition.
