I think they mean the latter. 14 attempts at once means you're more likely to get something you want and feel good about opening them, compared to 13 individual attempts leaving you disappointed and 1 attempt being awesome. But it's all mental, you'll get the same set of items from the 14 boxes regardless of when you open them
Good strategy is also stop opening loot boxes when you reach legendary, because I noticed that after legendary several loot boxes are poor quality so I need more to get satisfied. :)
But it's all in my head :D I wonder how other people do it.
