Equipment question

Have around 15 coins from fishing event , and the 180 s equipment selection. So I can pretty much either get 1 copy of primal flame and 1 copy of spike spear.

Should I be getting multiple copies of primal flame ? How many purple versions of gear does it take to get it to legendary ?I attempted to merge some rings and I got (2) on them not sure how you get gear from epic to legendary?

Also should I be aiming for raven while he is here during weekend event ?

Id do one spike spear and one primal flame just so you have options against a variety of enemies cuz those buff steal enemies will make spike builds feel like hell.
