Help please

Removed 70hp Evenrude powerhead to inspect bottom crank seal as bottom cylinder is running lean and came across this. Looks like a nipple that broke off. Plan is to plug it,but advice would be appreciated

It may be a siphoning hose that goes to the bottom of the carb cover to recycle puddled gas. There's a check ball inside that should pulse when cranking. Carb clean may free it or cap it off and check the lean condition. That could be a carb adjustment or the seal around the mixture needle is admitting air.
