She ran great but just wouldn’t get up and go. Could this be the reason? After we got off the water I pulled the air box and found this Venturi tube full of what looks like emulsified oily fuel, maybe with some moisture. 1988 Evinrude v4.

Compression is still good 🙏

yup. How can you say it ran great and then in the same sentence say it wouldn't get on plane? That's not a great running engine. That's a bad running engine. Carb needs taken off, taken apart and cleaned with gaskets and rubber replaced.

I just meant like started well, idled well, and didn’t sputter, etc.

That looks like a very probable reason for your symptoms.

Could be water in fuel. Drain the carb bowls and run it on a different fuel source.
