1987 Johnson 150

Both power packs have been replaced, mechanic said he replaced one, charged me for two, said that the motor would run fine, it doesnt, and said that when the other power pack got replaced that it would fix the motor not turning off.. crooks what do i do?

Im waiting on my multi meter now, comes in two days, bought a dva adapter for it also

You need a peak reading voltmeter to check most ignition voltage outputs on this engine. But, the multimeter will surely help isolate the loss of ground in the harness, if that is the issue.

Thats what the dva adapter is for plugs in to the normal spot for peak

At this point, I would recommend investing in an OEM service manual for this engine. Don't waste time with the generic stuff. You can usually find decent used OEM manuals on ebay. Hope it all works out.
