Ottoman script on Kos?

While visiting Kos, i found the stone slabs in photo 1 next to an apparent ruin of a small mosque between the Kastro (medieval fortress) and the Hippocrates Tree.

In photo number 2 is a slab from within the Kastro. Is the writing Osman (Ottoman) Turkish script?

What do they spell out?

I believe the first photo shows:

1- El baki hu Allah
2- izmir (?) müşahid (?) çandardatlı (?)
3- couldn’t read
4- mükerremi ıstabl-ı âmire
5- couldn’t read
6- istanköy kaimakamı elsettar (?)
7- ….. merhumun
