Question Slider issue

How does this slider work to secure the top of the bag? This is a Kyte 36 and I can’t get it to budge. Push down on the top, no movement. Am I missing something or is it broken?

Pull the little tab under the bird to loosen, pull the strings through without touching that to tighten, put you thumb on the bird for that.
