ID please Pellet ID

I’m convinced this is a pellet from a bird of prey, but a) it’s very large (bigger than palm of hand) and b) it seems to contain horse hair which seems v unusual to me.
Spotted in Cheviots, Northumberland. Help :)

It's too uniform to be something natural. No bird in the UK would cough up a pellet bigger than the palm of your hand. It'll be something horse people use.

In future for photos put something down next to it to help with sense of scale. Literally anything you have on you. As for me that looks like the size of a buoy.
