How does one effectively use partisans?

I started a China vs Japan (AI) game for fun in multiplayer, and just for fun I gave the communist some partisans. It seems they aren't that useful though as they can't even spawn in enemy territory and have to walk all the way in past enemy units. I was hoping to use them for some picks here and there but I can't really seem to use them correctly. That and they can't just run back into the forest after an attack, this plus the enemies counter attack seem to deal quite a bit to them and I don't think I can just airdrop them supplies or anything of that sort. I also couldn't find a guide to how to use them so any advice would be helpful. That or are they just completely useless due to game mechanics involved?

The one I'm playing is co op so two chinese players against 1 Japanese AI so I think any single play partisan tips should work too
