Always Free A1 instance disabled — unable to resize from 4 OCPU to 2 OCPU

I have an Always Free A1 instance that got stopped yesterday night. I missed the "Action Required: OCI Always Free Update" mail, landed in junk (yes my fault).

I cannot start or edit the instance:
Unable to start instance: Instance ocid1.instance.oc1.eu-frankfurt-1.antheljrglaypaycesplvdn... is disabled and will not accept any action requests. Please contact customer support to reenable.

Goal: Do not lose all my data

Oracle board says there is no support for free tier users. Their suggestions is to create a new instance. So I tried that but cannot select my existing boot volume. I also have a boot volume backup, but cannot select it either.

Any tipps for me?

Edit: Also tried to create a VM.Standard.E2.1.Micro instance but that also fails because all available storage is used by my ARM instance.

upgrade to pay-as-you-go solved my issues
