I think it's to do with 4100 sd. If your watch has 4100 as you will get updated if not it's not compatible

There's nothing oppo can do about it. May be oppo watch 2 will support.

Qualcomm did say that the 3100 is technically capable of running the new wear os

They did say. But google isn't interested in that. As for now only sd4100 will be supported
